[YUNIKORN-603] The shim should notify the scheduler core when the app is terminated

Description

Currently, the app lifecycle management is not fully sync'd up between the scheduler-core and the shim. And we use scheduler-core app state as the source of truth. When we have enabled operator plugin, the operator plugin is able to get more accurate state about the app, an example is when the app is failed or completed. In this case, the shim can transit the state to Completed or Failed. When this happens, the shim should notify the core to remove the app, this can leverage the UpdateRequest#RemoveApplicationRequest in the scheduler-interface.
