Description

The module github.com/golang/protobuf has been superseded by the google.golang.org/protobuf module. 

We should move our build process and code over to the new module.

This does require us to move to a newer version of protoc (3.14) which we have not updated in a long time and is still stuck at 3.5.1 from 21 Dec 2017.
