Document the behavior of queue quota incase of hierarchical queues

      Description

      When a hierarchical queues are configured with quota, there are some assumptions which needs to be documented. 

      1. A child’s max *must* be smaller than parent max (need to implement if not done)
      2. sum of max resources of all children for a parent does *not* have to be smaller than the parent max
      3. Sum of used resources of all children under a parent should always be smaller than the parent max.

       

      One such example where the #3 can be demonstrated is below.
