Description
When we register a node the node available resources get added to the partition and root queue. When we remove the node the resources get removed again. Updates do a similar action.
When we no longer have nodes that expose a specific resource we leave the resource type in the root queue and partition with a 0. It looks strange to have a maximum with 0 set for the partition or root and contradicts the quota interpretation documented.
A resource we do not have at a certain point in time should not have a quota of 0 assigned in the root or partition.
