[YUNIKORN-26] Pass application end state to the core

Description

The shim does not pass on to the core that the application is finished. This is only for the general operator. The spark operator has a way to pass the end of the application to the core.

The core scheduler can mark an application as finished and clean up but the first step is for the shim to provide the state change to the core.
