Description

The release README has not been updated in a long time and still shows older tool versions that need to be updated for the next release:

• go 1.16 should be go 1.20
• Node.js 16 should be  Node.js 18
• Angular 13 should be Angular 16

Since we use .nvmrc and .go_version when we build during commits we should update the release tool to use the same files and pull those values in.
