Unit tests cannot run with golang 1.13+

    Description

      If go version is 1.13+, the unit tests will fail with some errors related to flag. We need to get this fixed. I don't think we have any limitations at the runtime to support 1.13+ versions. This is just a unit test issue, about how we use CLI flags.
