Description

The types UserTracker and GroupTracker have a lot in common. Bot have queueTracker, methods like increaseTrackedResource() and decreaseTrackedResource(). YUNIKORN-1566 will add code that is going to be same again for both.

Add a common type BaseTracker to reduce duplication.
