[YUNIKORN-1205] Deletion of pending placeholder moves app from "Accepted" to "Completing"

Description

If a pending placeholder is deleted, the appState becomes "Completing."

If there are already allocated placeholders, those will run indefinitely and placeholderTimeout is not honored in "Completing" state.

Repro steps:

1. Submit gang job with guaranteed unallocatable placeholder. gang-app.yaml
2. Delete pending placeholder
3. Check app state. Will be "Completing" even if there exist running placeholders
4. All placeholders remain running
