Make sure that --placeHolderImage switch is always properly set

    Description

      During the review of https://github.com/apache/incubator-yunikorn-core/pull/385, it turned out that deploying YK without helm does not set the $PLACEHOLDER_IMAGE variable, which causes problems.

      Let's make sure that it's always set and not empty.
