Parameters on the shebang line aren't portable

    Description

      YETUS-482 forced "don't write binary files" for python programs by putting -B on the shebang line. Unfortunately, that isn't portable and will break in surprising places, e.g., HADOOP-14817.

      We need to:
      a) remove that parameters on the shebang line
      b) find some other way to force non-binary mode/find a new way to fix YETUS-482
