Description

Filing this JIRA to calculate the time spend in container allocation when queue usage is below min (during the whole time for the container).

Customers generally ask YARN SLA for container allocation when their queue usage is below min. I have some implementation in my mind but I want to confirm if from the community if this would be a helpful feature or if this is already implemented?
