Description

I observed a cluster that had a high Apps Pending count that appeared to be incorrect. This seemed to be related to apps being moved to different queues. I tested by adding some logging to TestCapacityScheduler#testMoveAppBasic before and after a moveApplication call. Before the call appsPending was 1 and afterwards appsPending was 2.
