Description

~~HADOOP-13254~~ introduced a pluggable disk validator to replace DiskChecker.checkDir(). However, LocalDirAllocator still references the old DiskChecker.checkDir(). It'd be nice to
use the plugin uniformly so that user configurations take effect in all places.
