[YARN-6562] Unable to delete cgroup to /xxx, system cpu utility continuously rise

Description

Delete Cgroup container file timeout, nodemanager log shows many cgroup files was deleted failed, this leads to system cpu utility continuously rise, and system cpu utility will be normal when i delete cgroup file by hand.
