Description

WeightAdjuster and its implementation NewAppWeightBooster are never used. We should clean up these code.
Seems like it hasn't got clean when we migrated fair scheduler from MR1 to YARN. The original documentation is here https://hadoop.apache.org/docs/r1.2.1/fair_scheduler.html.
