Description

the ConverterUtils class contains methods to go from strings to app and attempt IDs, which are not only useful to client apps, as the representation of app/attempts has changed over time, apps which do their own parsing have actually broken.

Making ConverterUtils public will allow apps to (officially) use these utitlities, so allow the Yarn codebase two own the string serialize/deserialize logic
