cleanup RMAuthenticationFilter#AUTH_HANDLER_PROPERTY.
RMAuthenticationFilter#AUTH_HANDLER_PROPERTY is added in YARN-2247. but the code which use AUTH_HANDLER_PROPERTY is removed at YARN-2656. We would better remove it to avoid confusion since it is only introduced for a very short time and no one use it now.
