[YARN-3060] AMRMClient getMatchingRequests() returns all matches not "outstanding" requests as specified

Description

The AMRMClient api documentation specifies that getMatchingRequests() returns outstanding requests that match the method's arguments. getMatchingRequests() currently returns all matching application container requests matching the arguments, which does not seem to be within the possible meanings of "outstanding" requests. The API specification and implementation need to be reconciled and ambiguities resolved.
