[YARN-2291] Timeline and RM web services should use same authentication code

Description

The TimelineServer and the RM web services have very similar requirements and implementation for authentication via delegation tokens apart from the fact that the RM web services requires delegation tokens to be passed as a header. They should use the same code base instead of different implementations.
