Move YarnUncaughtExceptionHandler into Hadoop common

    Description

      Create a superclass of YarnUncaughtExceptionHandler in the hadoop-common code (retaining the original for compatibility).

      This would be available for any hadoop application to use, and the YARN-679 launcher could automatically set up the handler.
