[YARN-10275] CapacityScheduler QueuePath object should be able to parse paths

Description

Currently QueuePlacementRuleUtils has an extractQueuePath method, which is used to split full paths to parent path +leafqueue name, all instances of QueuePath are created via this method, this suggest this behaviour should be part of the QueuePath object.

We should create a constructor, which implements this logic, and remove the extractQueuePath method.
