[YARN-1009] Scheduler configuration properties should be prefixed with the scheduler type

Description

capacity/fifo/fair scheduler have some common config properties and others that are not common.

To avoid misconfigurations when changing from scheduler to another (when configs don't apply or have different meaning) we should add a config prefix to each scheduler for all configs (even the common ones).
