TextProviderFactory's setTextProvider method doesn't get injected in most situations

    Description

      TextProviderFactory has the Inject annotation on the setTextProvider method, but not all times when a new TextProviderFactory object is created is the object passed to the Container.inject method. Two examples of this are in ActionSupport and DelegatingValidatorContext.
