Description

The SchemaTypeSystemImpl already exposes this functionallity as a public method. This should be available in the interface.
Furthermore the BuiltInSchemaTypeSystem and the SoapEncSchemaTypeSystem need to be updated to return an empty list for the identityConstraints. I attach the patch.diff file
