[XERCESJ-511] Error parsing XML document with a leading white space character.

Description

Parsing an XML document which starts with the white space(s) character results
in the following, unclear error: "The processing instruction target
matching "[xX][mM][lL]" is not allowed".
When the white space character is removed parsing works very well.
I have tested this behaviour with all Xerces 2 releases and all test results
are identicall.
