Minor Description
Add a new property for setting the locale used for reporting error messages. The proposed name is "http://apache.org/xml/properties/locale". Since Xerces supports the SAX1 Parser.setLocale() method it has always had infrastructure in place for configuring the locale. Adding a property allows all of the more modern APIs (which are configured with setProperty()) to take advantage of it.
