missing copyright information in NOTICE file

    Description

      Thanks to the debian ftp masters for noticing this....the apache software license requires additional copyrights to be acknowledged in the NOTICE file along with the source distribution. Xerces-c has a NOTICE file that acknowledges IBM, but searching through all the files with the distribution, I also found copyrights assigned to the following other organizations:

      Copyright 1998-2004 W3C (MIT, ERCIM, Keio)
      Copyright (C) 1999-2007 Free Software Foundation, Inc.
      Copyright (C) 1994 X Consortium

      I believe that, in order to be fully compliant with the apache software licenses, these should be acknowledged in the NOTICE file as well. In any case, they are now acknowledged in the debian copyright file.
