Description

If there is no internet connection when struts starts and there is a dtd definition in the tiles.xml, tiles throws and exception :

org.apache.tiles.definition.DefinitionsFactoryException: I/O Error reading definitions.

There seems to be no tiles-config_3_0.dtd in the tiles jars.
