[WICKET-5145] do not post an Atmosphere event if the filtered subscription set is empty

Description

wicket-atmosphere will post an event for an AtmosphereResource even if, after applying filters, no subscription exists for that resource. This includes resources which listen to events of different type (the second parameter of the subscribed method) since that is handled by filters too.
