[WICKET-4908] Wrong charset or screwed up characters in Norwegian properties-file

Description

In Wicket 6, up to and including 6.3.0, the Application_no.properties file has mangled all the Norwegian special characters (æ,ø and å). Seems to be the only one of the Norwegian properties-files with problems, as far as I could tell.
Edit: Also, the file is in UTF-8-format, which doesn't work...
