Add default TTL for HTTP connections

    Description

      We should set the TTL for a connection to 300 seconds. This is a good value to avoid failures with intermediates which drop idle connections. One can still disable this via property -Dmaven.wagon.httpconnectionManager.ttlSeconds=-1.
