[WAGON-117] wagon-lightweight-http does not throw ConnectionException when the connection timed out

Description

When the repository is unavailable, wagon.connect does not throw any error. But when you do a wagon.get, you will get a TransferFailedException with the IOException cause of "connect timed out".
