BOSH clients shouldn't send requests with already sent RIDs, except when requesting a re-send.
Now, if the client requests a re-send, but the original request hadn't been responded to yet, there is no response to resend (in sentResponses). As a workaround, we queue both requests and, as soon as the RID is to be answered, responds to all requests for this RID with the same response body. then, the client can decide which response is good.
