    Description

      The [Local] file system, org.apache.commons.vfs2.FileContent.getLastModifiedTime() method is losing milliseconds (always ends in 000).

      This is because File.lastModified() is losing milliseconds (always ends in 000)

      This is only on OpenJDK 8 and 9: https://bugs.openjdk.java.net/browse/JDK-8177809

      The workaround is for org.apache.commons.vfs2.provider.local.LocalFile to call Files.getLastModifiedTime instead of File.lastModified().
