Description

The wrong capitalisation is used for many anchor references in http://velocity.apache.org/engine/devel/user-guide.html.

For example, the contents list has a link:

http://velocity.apache.org/engine/devel/user-guide.html#references

but the anchor is actually "References", not "references"
