The page http://velocity.apache.org/engine/releases/velocity-1.4/index.html is linked from the Engine 1.4 entry in the lh panel in http://velocity.apache.org/index.html (and elsewhere) - however, it relates to version 3.1.1 which was not a TLP, and used Bugzilla etc ...
