Major Description
The Javadoc for templatePath says that it overrides the setting in the
velocity.properties file. The anakia.html file says the same in the "How does
it work section"
However, the value of the templatePath is only stored in the velocity
properties if the velocity.properties file has not been found, so rather
than overriding the value in velocity.properties, it is the other way round -
templatePath is over-ridden by velocity.properties.
