[VCL-93] LDAP part of a login to fail silently on errors when Shibboleth authentication is used

Description

Though selecting a Shibboleth login, VCL will still attempt to try and contact your LDAP server to get updated information about the user and will fail if LDAP is unavailable. I would like to request a timeout be added to the failed LDAP lookup to then just use "old user data and not fail to produce a page load enabling a Shibboleth login to still take place in absence of LDAP.
