[VCL-878] Delayed checkpoint attempts are not displayed on web UI Dashboard page

Description

If a checkpoint fails, should show those similar to stalled image creations to allow a restart.

It should also reset the request.stateid to checkpoint state - not image since image will remove the reqest once completed.
