[VCL-51] user groups that have a name that is a number cause problems on the privilege page

Description

User groups whose names are just a number can be created successfully under Manage Groups. However, when trying to grant access to that group somewhere in the privilege tree, it causes errors when loading the page. The user group does actually get granted the rights, but the loading the privilege page for that node is broken.

Resource groups whose names are just numbers seem to work fine.
