Description

There will undoubtedly be some Perl modules that will need to be updated in the install_perl_libs.pl script for VCL 2.3. The URLs in the script will need to be updated or another method needs to be researched.

I would like to look into using the functionality of the CPAN module. This would allow the script to not have to contain URLs pointing to specific versions.

The script also currently has a problem if any of the modules require user input. It is not shown on the screen and the script hangs forever. This should be caught.
