Description

Release tasks:

1) remove perltidy. GPL'd software left in by mistake. Perltyidy is not used or a dependency. It is used to make the code look nice.

2) remove CleanUp.exe and EmptyRecycleBin.exe - not used anymore and not able to ship with vcl code base
