Description

In the event of Data Center issues, overheating,failing cooling units, planned outages, etc. Power down idle used blades, trigger user sessions to end and then power down.

The initial idea is to extend the healthcheck.pl script to be called with options. The options would be levels based on which action to take:

level 1 = power down idle blades, move any future reservations to other data centers if possible.
level 2 = begin end of reservation process for any active reservations, then proceed to shutdown blades.

There is another jira issue addressing general power management of resources.
