    Description

      When users have a versions of perl earlier than v5.16 Windows vm's are not able to be provisioned because of the following error message

      CORE::state is not a keyword at /usr/local/vcl-2.5.1/bin/../lib/VCL/Module/OS/Windows.pm line 14683

      This was reported on a users running vcl on perl 5.10.x....
