[UIMA-859] changeVersion scripts not handling transition from SNAPSHOT to non-SNAPSHOT properly

Description

This is because some of the POMs have hardcoded adding the -SNAPSHOT. Change the poms and the changeVersion script to have the POMs just have simple strings for versions, and have the changeVersions script do the entire change including -SNAPSHOT.
