Description

The tagger currently expects a properties file in its working directory. That's fine for training, but not really portable for the runtime. For example, we can't currently package the tagger in a pear file. I'd like to make the tagger runtime (i.e., the annotator) read the necessary parameters from the descriptor file instead.
