[UIMA-6311] Add generated resources output folder as resource folder

Description

When generating descriptors, it would be nice if the output folder could be added as a resource folder to the build. This should happen by default if the output folder is not already the build output folder (the latter is currently the default). There should also be an option to disable adding the output folder as a resource folder.
