[UIMA-6146] uimaj package.html files in wrong format for javadoc tool

Description

Fix the package.html files in the source to be appropriate for what the javadoc tool does with this.  In particular,
a) treat the first sentence of the body special (like a title) (see https://docs.oracle.com/javase/7/docs/technotes/tools/solaris/javadoc.html#packagecomment )
b) remove <h1> etc markup, Java release 13 complains.
