[UIMA-6044] %CPU value reported after process stops is incorrect

Description

The agent reports average CPU% and delta CPU%. The DUCC version 3.0.0 reports delta CPU% correctly, but the average looks un-normalized.

For example, a job from v2.2.2 agent log:
